***Two positions available***In this role you will:
Collaborate with the Director, immediate team, and QCS stakeholders to understand, research and identify minor Capex infrastructure requirements aligned with QCS strategic objectives and timeframes. Take a whole of organisation approach and collaborate with operational teams to create a Program of Minor Works Projects for capex priorities including establishing clear scopes of work, evidenced-based estimates, budgets, and delivery KPI's that will roll up into the Command's master project schedule of all Infrastructure and Asset Management projects, priorities and BAU. Onsite project leadership to manage multiple minor and/or complex infrastructure projects through the project life-cycle ensuring strategic alignment to project priorities and outcomes (as planned, on time, quality, budget). In consultation with QBuild and internal stakeholders (ie Finance and Strategic Sourcing Command), prepare and manage the tender process, discuss resulting negotiation strategies, and ensure effective implementation of contractual arrangements into QCS operational, governance, and service frameworks. Ensure compliance with Government Project Management frameworks, policies, guidelines, Code of Conduct, WH&S, legislation, and wider QCS operational systems or procedures that facilitate the delivery of projects to a high and consistent standard for all QCS operating sites. Contribute to QCS feasibility studies, cost benefit analysis, budget forecasting for minor infrastructure capex priorities, investment, identifying risks or safety management issues, de-commissioning, retrofit, or upgrade, or other options. Prepare, and be able to talk to, complex reports, briefing notes, business cases, presentations, risk management and trend analysis, and make recommendations and provide progress updates on major infrastructure projects Contribute to the Command's overarching project management methodology, master schedule and delivery priorities, and where required provide support to the other Project teams with peak workloads, to achieve critical paths or during periods of leave. Pro-actively monitor, report on, and correct where appropriate, project progress including progress or invoice payments, EVM, variances and similar. Plan, assign, direct, supervise, and coordinate work activities of project staff that would promote effective teamwork and foster a positive attitude toward the achievement of organisational objectives. Identify and engage the necessary internal and external expertise to deliver project requirements, including the selection, engagement and procurement of contractors and suppliers. Promote a Project Management culture and manage development and implementation of the total project plan in relation to: integration, human resources, scope, communication, time, risk, cost, procurement and quality. Capture and share project outcomes and learnings, implement and foster best practice technology and project management methodologies within QCS, the Command, and the overall project management Teams (QBuild). Where required, contribute to public consultation activities and ensure that effective liaison is undertaken with community, local governments and other major stakeholders. Manage and maintain effective liaison and communication with all levels of internal and external stakeholders on all matters relating to the minor capital works project delivery activities. Manage supervise and coordinate resource allocation across the program to ensure compliance of projects, and encourage effective teamwork and foster a positive attitude toward organisational objectives.
